Progress 8.2c on Windows 2000

Any ideas what an error 53 is, or why i am unable to install Progress 8.2c onto Windows 2000 and keep getting the message 'Connot communicate with procontrol' from the icon in control panel

Found the solution, Progress uses TCP/IP, when windows 2000 isn't connected to the network it stops loading TCP/IP.

Solution: Install a Microsoft Loopback Adapter using a static IP address (I used 192.168.6.222). See Microsoft Knowledge Base article Q236869.
 
Another solution is to setup Progress 8.2c (this is on a laptop) as a single user.
