Programs files still full after format

I have had this happen twice when upgrading to Windows 2000 Professional:

On a store-bought PC with WinME installed, I wanted to upgrade to Windows 2000 Pro. When I upgraded, I selected to do a full format and NTFS convert. After completing the installation, if I open My Computer>>Program Files, all the pre-installed programs are still there (all 7GB of them). The programs are not actually installed, but all of the directories and files associated with the program are still there. Also, if I click on one of the program's "installer.exe" or "setup.exe", nothing happens--just a quick flash of the hour glass. Is this common for Windows 2000 Pro upgrading?
 
There isn't an 'upgrade' to Win2000 from ME (ME was released after Win2000) - so I'm not sure what you are doing (have you got upgrade or full version of win2000). If you want a clean install of Win2000, just boot PC from Win2000 install PC and early in the install process you'll have opportunity of deleting, reformatting or repartitioning your partition(s). If you install into existing partition as is and then convert to NTFS later, you are basically asking for trouble.
 
You can upgrade from WinME to Win2000 !

But it's better to install a full installation of Win2000 ...

I thought so. I have the full version, but maybe I just didn't do a clean install those times.
