Programming a call forward button 2

Here is my question:

I want to assign a call-fwd button (such as send-calls) that can be used when he is out of the office. The only way I know how to do this is by changing the coverage path to forward after the x number of rings. Problem is that when that coverage path is changed, his office voice mail will no longer be active. I still want his office v-mail to be available. But for his calls to be forwarded to his cell when he is not in the office.
 
I use "call-fwd Ext: " on the button assigment page leaving the ext field blank. Then I just have them hit the button, followed by 9(FAC) adn the 20 digit number stream. You will hear three confirmation beeps and the light will turn on. To turn it off just hit the button again.
 
I added the call-fwd and left the ext blank. However, when I hit the button I received a dial tone and when I hit the 9 button I recvevied a fast busy. What is going on. IS it a coverage path issue or what?
 
In order to allow him to call forward to an external location type CHANGE COS, for his cos make sure Restrict Call Fwd-Off Net is set to N.
