Program installs in wrong folder on server

We are attempting to install a program on a windows 2000 server (service pack 3) in order to publish it through citrix. Unfortunately, during the installation procedure of the program, it appears to be installing certain files in a different folder than the author of the program intended. The author claims that they have had no problem installing it on windows 2000 server. Certain files such as tdbg7.ocx should be installing in the c:\winnt\system32 folder. Instead they are going into the C:\Documents and Settings\Administrator.xxx\WINDOWS folder, where "xxx" is our domain name. I performed the install logged on the server as the domain administrator.
I was able to install this program without a problem on a windows 98 desktop - the files were correctly placed into c:\windows\sytem.
The author suggests that the problem on the windows 2000 server is likely related to permissions. Any ideas?

So, is this a Citrix/Terminal server you're installing this app on? If so, did you do the "change user /install" command prior to running the setup?
 
Well I did initially. Perhaps I rebooted and forgot to reset it again. (Oops, blush)
I made sure I did the change command after rebooting and it worked. Thanks!
