Profiles only work with admin rights

I have created a few roaming profiles on our network using windows XP and windows nt4 workstations however, although one worked fine my users have to be given domain admin rights to allow the profile to work properly. Some settings work fine however the wall paper wont change and outlook will not work. The user has full rights to the profile on the network which is on a Windows NT4 domain server. Any ideas or solution would be great, thank you.
 
System Profile Editor!!!! This is the right way!!!

Can you be a bit more specfic I really need to sort problem out ASAP. I have got all most all the profile working accept open office which still only runs with admin rights. It throws up an error writing to a file in the C:\document & settings\'user name etc'. However this apth/file is in the user profile directory on the network.
