Profile not found

Sorry I have no time to search this forum.
Now I send my Question and I will be search the answer.

Problem:
Admin have full access privileges and they create new user
But if this new user try to log on get the answer from system: "Profile not found"

Any ideas?
PS sorry my English is bad and I'm nervousness
