Im trying to filter ANY email hitting our sendmail box by using /etc/procmailrc filters. Right now, only mail destined for local accounts is working. How do I enable procmail for anything destined for relay as well?

You don't, procmail is an MDA (Mail Delivery Agent). It only gets called for local delivery. When it's being relayed, it's not delivered locally. I don't know of any solutions for this, but I've not looked real hard. Maybe some milter that you can find that can do inline message processing (which might go against RFC's).
