problems working in groups and library items in UD4

If one user opens an asp page containing library items on their local machine and makes changes to the page but not the library item, it will still overwrite the other instances of that library item when changes are pushed to the remote server. (Even if there have been more recent changes to this library item by another user).

Has anyone had similar experiences or can give any advice on working in groups and library items.
