Problems with Flash Pulg-in

I just got Dreamweaver 4 and I'm excited to use it. However, I can't seem to get started.
When I try to do the tutorial I can only get to step 4 on page 30 without any problems. I open CompassHome.html in Dreamweaver, then I "choose file > Preview in Browser", select internet explorer and when explorer opens up I see this message:

"You do not have the plug-in needed to view the 'application/x-shockwaver-flash; type information on this page. To get the plug-in now, click plu-in directory"

The 'plug-in directory' takes me to a Macromedia download site where I can download a .hqx file or a .bin file, both of which I've tried and I still get the warning. Is there some way that I need to activate Flash? What am I missing?
 
Yes, I do have "Macromedia Flash 5" installed on my hard drive. Is there a specific folder it should be in, or is there something I have to do to enable its use in DreamWeaver?

I tried downloading both the .hqx file and the .bin file on that site you posted. It still didn't work. There must be a step in the set up that I am missing.
