What's your OS? How do you connect the camera to your PC (firewire, USB, etc.)? Assuming you use Windows, does it recognize the camera is connected?
If Windows sees the camera, have you set Premiere up to look for that specific camera?
There are so many unknown variables at this point, it's hard to offer anything but general suggestions.
