Problems Managing users logoing on the FTP

I am a small ISP that has just started up.... Here is my problem. With the service the customer is suppose to get 5 MB web space. I would love to let them take advantage of this but, I can not for the life of me set up users to log on the ftp to manage their personal web sites. Right now if a user signs on they can view everyone's files including mine! I keep trying but it is ending up being all sites viewable or nothing at all. PLEASE HELP!!![sad]
