problems configuring VPN

I am attempting to configure a Windows 2000 Server as a VPN server. It is standalone and not configured as a PDC. The idea of it is to simply provide a common point for several internet users to connect to rather than as an access portal to the local network. In effect the people who connect via VPN, ARE the network clients. The first problem is when I run the VPN wizard it requires you to select the internet connection, I select the LAN card for the cable connection and it tells me I cannot select it as a connection must be free for local network access. This computer does not have a LAN ethernet card in it, only the one to connect to the internet. Any ideas on how I could implement this?
 
When you install Routing and Remote Access Server, choose Remote access server instead of Virtual private network (VPN) server. You can configure the PPTP or L2TP ports to accept connections after you've done that. Marc Creviere
