problem with root account

does anyone know what could be causing this error

Cannot su to root : Authentication is denied.

It seems that you don't have the su-to-root permission in the user accessing the root shell

Code: 
By changing the flag of Another user can SU to user? = no for root, one can disable users from acquiring ROOT priviledge.
