Problem with resources...

I have a friend who has a duel boot setup going and he told me that he can't get his system to run over 70-75% resources.. what are some good ways to improve/check the current system resources so that I can get his resources as high as possible?

Is your friend actually having any problems with the machine? - eg, is it running more slowly than previously, because if not, there's not really a problem.

If there is a problem, are we looking at just the XP or the other (?) operating system? What apps are being run? What loads at startup? etc
