By default Dreamweaver places layers in absolute positions, so they will not move relative to the top and left of the browser window. There should only be two ways the layers could adjust based on screen resolution:
The position is created using a css style with position:relative (not absolute) and the layer resides in a cell of a table or another part of the page which will be redrawn on resize (end of the page etc.)
You are viewing using a Netscape browser and the "commands>add/remove netscape layer fix" hasn't been applied.
