Problem with installing multifxn fax with USB

Greetings! This is a strange one! I hope this rings a bell with someone.

The problem is that when I install my new HP Officejet V40, the USB drivers are recognized and installed, but the software that comes with the fax machine doesn't work. The wizard that is supposed to come up automatically after the drivers install doesn't come up. And when I run it manually, I get "%1 is not a valid win32 application" with the following as the application: "HPOSTO07.exe -DeviceID 1006451934 -Autoprogram Software\Hewlett-Packard\HPAi007\1006451934\EMailDestination". I have my keyboard plugged into USB and a Webcam, and they both work fine. I'ved tried using the WebCam's port and also a powered hub to no avail. I also found an Intel system check that came with the HP software and it said everything was fine.

Background:
Hardware: ABIT KT7A-RAID motherboard, AMD Athlon 1.1GHz processor, VIA Apollo KT133 Chipset (REV_16), 512MB RAM, 2 USB ports on the motherboard, RAID 0 with 2x40GB IDE HD, MS Keyboard/Optical Mouse, Dell 19" Monitor, various DVD/CD drives + 3Com 3C509 N/W card. I'm using a gold-tipped high-speed 16-foot Belkin USB cable. And Belkin powered hub.

Software: Win2k SP2, DU Meter, MSN Messenger, SonicWALL VPN, Goggle, Webshots, Pop-up Stopper, TweakMaster Pro, MS Office.

What I have done: Spent an hour with an HP Tech. We did a software uninstall, reboot, forced uninstall, reboot, delete all files HPO*.*, empty recycle bin, reboot, then clean reinstall. Same problem. The tech concluded who concluded that it was a bad CD and is mailing me a new one. I downloaded the 45MB software set from HP and did all the above again. Same problem.

I downloaded the latest BIOS from ABIT (KT73R) and the newest VIA4in1 drivers (1435V) and installed them. I was expecting a device redetect after installing the new VIA drivers, but didn't see one. How do I tell if these worked?

Other Interesting Info:
After installation, looking in device manager, I see 3 entries for the HP under Scanners (I think it is) (DOT4, DOT4PRT, DOT4USB). There are 5 entries under USB (General Purpose USB Hub, USB Root Hub, USB Root Hub, VIA USB Universal Host Controller, VIA USB Universal Host Controller). I believe the dups are because there is a header for two more USB channels on the motherboard.

Also after installation, there is a program HPDEV07.EXE that is running taking up 99% of CPU. This runs for a while and and the stops.

When looking in the registry, I noticed under System\Current Control Set\ENUM\USB, that VIA isn't mentioned, so I wonder if I do have the 4in1 installed properly. How do I tell? Also, I saw keys for a 3Com PC WebCam Lite, which is no longer installed, and couldn't delete those keys. Got "Error While Deleting Key".
 
By the way. I can print to the fax machine using the printer it installed on the W2K machine.
 
I reinstalled into a directory with no spaces in the name, but still get this error:
