Problem with image in shared border

I have used a table within the top shared border of my page and am trying to put a background image in that table. I have made this work in the past but for some reason I just can't get this to display the image this time. I'm inserting the image by going to Table Properties/Style/
Format/Borders/Shading and then under patterns/Background Picture. I browse to insert my image and have it set to Top/Left/Repeat. No matter what I try the image doesn't show in the border. Has anyone run into this problem or have any suggestions on why it's not working?

You would need to have the image be in a table background & not the body background. The body background wuld be pulled from the main page.
