Problem with EC500

I've a branch where users are facing delay issue with EC500. When EC500 is enabled for any extension lets say 1000 for this branch, the call hits his Cell on 3rd ring and sometimes on 4th ring. Ideally Call hits on the Cell simultaneously or on the 2nd ring on the extension. What could be the reason for hitting the Cell on 3rd or 4th ring?

Trunking! What kind do you have?
 
@kyle555... We have SIP trunking at all the branches including this one. But we are facing this issue at this branch only. On rest of the branches call rings on the Cell at the max on 2nd ring.
 
Its probably the provider. CM is sending out this stuff at the same time. See if you can trace in the SIP messaging when things happen. I wouldn't think the delay is in CM
