Problem with diverssion

We have some extenssion diverted to mobile phone, and sometimes all diverted extenssions are busy, the status of the extenssion is "ECF IN PROGRESS", but the mobile it´s free.
I don´t hnow why it occurs, but I only can free the extenssion resetting the lim.

Could anyone help me?
