problem with database project

I have VS 2008 sp2 on my machine and don't have the database project

when I am trying to install Microsoft® Visual Studio Team System 2008 Database Edition GDR R2, It is complaing

Visual Studio Team System 2008 Database Edition GDR does not apply, or is blocked by another condition on your system.

Does any body know why?
