problem with configuration

hi everybody, i need help on a configuration, i work on a University, and one departament wants to create a domain, the domain must be named but the server is located at the isp network, obviusly my isp has other ip blocks and other domain myisp.net, so what do i need to configure my dns so the domain point to the ip address server at the isp network??
could i insert a line on my dns files:
dept xxx.xxx.xxx.xxx (where the ip address belongs to my isp??) or that it's wrong

I'm a little unclear on the question. You have a DNS server, your ISP has a DNS server, someone in your organization wants a new domain configured for them. Correct me if I'm wrong.

Which DNS server will service this domain?
Which DNS server is being used by the dept that wants the new domain?
 
Presuming that you are talking about a web server here and that this web server is hosted by your ISP but you look after DNS for mydomain.com.

You would need to set up a record for dept.mydomain.com or or just It's up to you. Whatever you want the A record to be, just point it at the web server that is with the ISP, providing that the virtual is set up for whatever you create as the A record.
