Problem with browsing in windows xp sp2

I have a problem:
I am going on the desktop
I want to make a new shorcut
I select new shorcut and after that I select browse
and instead of having that window that allows me to browse for the nedeed file is just a blank window with two buttons: OK and Cancel
The same problem is happening with some programs when I try to browse

Can somebody help me?

Some general things to try.

See if System Restore will get you back to a restore point before your problem with Explorer.

Try Safe Mode (Do you have this problem in Safe Mode?).

Try running ChkDsk to check your drive for errors. Right click your Drive icon/ Properties/ Tools/ Error Checking.

Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.

If they don't work you could try repairing windows by running it over itself. You will lose all your windows updates (no problem if you substitute them with SP2) but your files and programs will be untouched.

This is the only problem that I have on my system. Everything else is working very well. And I don't want to reinstall. Does somebody knows anything about my problem?

I have not seen this.
I would, even if it sounds non-intuitive, do the following:

Start, Run, CMD
iexplore.exe /reregister
sfc /Scannow
 
I did everything but nothing worked.
Maybe I should explain what kind of windows I have: on top I have: Select the target for shortcut below, on the bottom I have 3 butons: Make new folder, ok and Cancel.
i do not have anything in the midle where I supposed to have the folders and files
I do not have spyware, adwre viruses on my computer - I think there is a problem with registry

Anyone can think at something else?

You could try running a Registry cleaning program and see if that helps.

You could try another user (even the Administrator from Safe Mode) to see if the problem is just with your user profile.

You could look in the Event Viewer to see if you have any errors or warnings mentioned.
 
The windows appears after I hit browse
When I hit iexplore.exe /reregister in CMD windows nothing is happening
