Problem with booklet

Hi,
I'm trying to make a standard booklet (with the front & back cover on one page, etc) but am having problems. When I move the back cover (page 20) beside the front cover (page 1), the page numbering all changes on me.
How do I prevent that? I want the facing pages to show their proper page numbers.
 
Thanks for the quick reply.. I put the section start and it made no difference. Is there another waY?
 
I mean make page one a section start.
select page 20 and drag it so it sits on the left hand side of page one. Now because it's an even page number it will jump to sit above page one.
Select it and make it a section start but have an odd number eg (ii) you can then select page one and move it up next to your page 20 (which will be called something other than 20)

2nd question: how do I set it up like that from the beginning?
