Problem with a Server Side Rule

I have a dummy account that is used to respond to request for info. Users seeking more info will enter there email address on our company web site, and send a request. This dummy account recieves that request and Auto Responds with the requested forms, one PDF, one Excel form. This works fine inside our domain. But will not work to anyone outside of our domain. I can use the account to send these files, but the Auto-reponse does not work.

Any suggestions would be appreciated.
