Problem using Photo Editor with XP Pro 1

I've installed Office 97 Pro on a XP Pro workstation. Whenever I try and use Photo Editor being logged on as a limited user I get the following error. (no file format information can be found in the registry). Also no file extensions show up in the List of file types. When logged in as an administrator everything works fine.
I hope someone has an answer for this problem.

I fixed the problem by modifying my security permissions in the registry. MS tech article (Q260151).
