problem using frontpage to login to sharepoint admin site

I have a Windows 2003 server running IIS6 with frontpage. As the server administrator I can login to any site via the sharepoint admin and do anything. But, when I create an admin user in sharepoint for a domain and they then try and login to sharepoint with their username and password it will not work. I can then get in the server and set their username as a member of the administrators group and it will work. Just being a part of their domain admin group doesn't work.

Any ideas how I can fix this.
