Problem replicating Organizational Forms Library

Our environment is Exchange 5.5 on NT4 domains. 2 domains are involved and 4 Exchange servers.

A custom form was created and published to the Organizational forms Library on server 1. Replication was set up with servers 2, 3, and 4 according to the following steps:

>To create a replica, follow these steps:

>Microsoft Exchange Server 5.5

>1. Start Microsoft Exchange Administrator, and then connect >to the server that holds the original Organizational Forms >Library.

>2. Expand Folders, expand System Folders, and then expand >EFORMS REGISTRY.

>3. Click your Organizational Forms Library folder. For >example, click Organizational Forms.

>4. On the File menu, click Properties.

>5. Click the Replicas tab.

>6. In the left column, click the server that you want to >replicate the folder to, and then click Add.

The GAL and Public Folders already successfully replicate between sites but for some reason the OFL is not. After much investigation and scouring the web we are stumped. Anyone have any suggestions?
 
This is one Organization and two Sites? Can you elaborate a bit on the relationship between your domains and Exchange servers?
 
There are two domains, AtwoodMobile and LanExcel. domain AtwoodMobile has 2 sites each with a server (ELKMAIL and EBPMAIL). Domain LanExcel has two sites each with a server (WIAMAIL and SLMAIL).

There is a two way trust between the two domains. ELKMAIL is the primary Exchange Server site. The other locations replicate the GAL and Information store nightly.
 
Sometimes you have to wait a day or two for the replication to sort itself out.
