Problem "Too many user connected to IIS"

This is rather limit than problem - vanilla IIS is limited to 10 simultaneous connections.
Some people suggest to turn off HTTP keep-alives. This setting controls connection "pooling" across multiple requests. Assuming that ASP responses are reasonably fast this may help a bit.

Only IIS running on Win 2K pro or XP pro is limited to 10 connections.
Other factors will come into play before you get anywhere close to an upper limit on connections using the server version.
