Problem loading PEP's

Hi - trying to load NS040107G015C onto a new Fat Client install but am getting an error nisopep.dll - message reads Failed to open <gives patch location> File_upd.csv.

This is Server version 4.00 Rev 5

PC is Windows XP Pro

Any clues ?
