After formatting the drive i come to the screen where windows is about to be installed. I get this message "a write operation was attempted on a volume that was dismounted" and then the computer restarts. Is there any way to fix this?

What was on the drive before? Have you tried deleting all partitions and creating a new one(s)?

Matt J.

Please always take the time to backup any and all data before performing any actions suggested for ANY problem, regardless of how minor a change it might seem. Also test the backup to make sure it is intact.

This is a very strange and unusual error message.
I vote with Matt on this: clean install.

You cannot do an upgrade process from a former disk system that is unknown or worse, encrypted as a filestore.

Since you allready formated it, try booting to a win98 boot disk and doing an fdisk on you MBR (fdisk/mbr). Then I would run Fdisk and make sure all your partitions look right. If you dont have a boot disk there are several sites that provide them on the net.
