Problem increasing open_cursors V9i

When trying to increase the number of open_cursors for a database instance, all looks normal. When I attempt to apply the change, it asks to shutdown the database. I select immediate and ok, but then a strange thing happens. Rather than stop the services, the little gears icon turns red with no error message. Just sits there. The service is not stopped. This server is running version 9i with an 8.0 compatible instance. Any ideas?
