Problem executing jobs under SQL Server Agent

I'm in process of setting backup system for our production server running SQL ENT V7. Backup system is exactly the same as the production. In the Backup system everything works except this problem. When executing SQL Server Agent Jobs Process (which is VB App doing some inserts and updates). The process hangs in the Backup system. The production runs fine. It seems that Backup system setup does not allow the program to execute database command (VB app) using SQL Sever Agent Job process (if I execute under command prompt it works fine). I'm not fluent with the SQL server. Any ideas what to look for? Could it be permission problem? Any reply is appreciated.
