I take it the trunks do have PPM on them? (I don't know about the states but this is quite expensive in the UK and totally unnecessary to obtain accurate costs these days)
If so set OPA to YES in LD 16, MTRO to PPM in LD 17 and PCDL to YES in LD 15
If so set OPA to YES in LD 16, MTRO to PPM in LD 17 and PCDL to YES in LD 15
