Privileges don't stick

I am setting up 2651 routers in which I only want a user to be able to access\modify the lines. When I enter
privilege line level 10 transport input all the user can add transport input all against any line. This only appears as privilege line level 10 transport input in the running config. If the router is reloaded (wr mem) the user can no longer add this against a line. I have to re-add the priv command, which again does not appear but allows the user to make the change until the next reload. Is this by design?
