Private File Recovery xp home 2

I Just had to reinstall windows xphome
old filesthat were marked as private are no longer avalable.. I cant sem to find a way totake back ownership of the file or find out how to turn on the security tab like xp pro

any one got any ideas

You have to do it in safe mode from an admin level user.
