Printer Sharing and Internet Bandwidth limiting

Hi,

Printer Servers:
We have 30 training computers and 3 of them are printer servers. The problem is, users log into those 3 computers as normal users. Is there a policy or something that we can setup so that when the users log in that printer is on share by default?

Internet Limiting:
Is there a way of limiting the bandwidth to certain groups/users on the network? Either through computer config or group policys?

Also, we cannot configure our router anymore, when I type

http://192.168.0.1

in the server IE, it takes ages and never gets in. To go with that IE has an application error, is there a way of repairing IE to go back to normal?
