Printer driver was not installed.

I am having trouble installing a network printer on a particular Windows 2000 server (ServerX). I can create a print queue for this printer on any other W2k server, and I can create a print queue for any other type of printer on ServerX. I receive this error message at the completion of the Add a printer wizard:
"Printer driver was not installed. Operation could not be completed."

So far I have:

1. verified that the driver is the correct driver for our OS. (Remember, I can install this printer on any other server).

2. the driver files that I am installing are not corrupt.

3. tried installing with antivirus disabled.

4. installed the printer using an MS generic driver. (No error, but cannot print to the printer correctly)

I have a case open with MS, but they are grasping at straws.
Any ideas would be appreciated.

Update:
Spent better than a week with MS on this without resolution. I gave up and just created the queue on another server.
