Print job going to network printer rather than local printer

I have installed a local printer (two different machines have this problem) on a windows2000 machine. If I log on locally as administrator the printer works great but if I log on as user it goes to a network printer or does not print at all.
I am sure this is a security issue but not sure where...anyone out there have this problem?

Hi log in as administrator..
Select the printer from controlPanel->Printers->...
Select the printer under question... hight light it and right click.. Click on proprties... Select security TAB, if EVERYONE is not in the list, click on ADD and add EVERY ONE to the list and others you want to add..

Save and exit.. restart as user and check ramani :-9
