Preventing users from installing software

Is there anything i can do to prevent users on Win98/ME, from installing software on their computers?? i've tried talking to them , but ofcourse that doesn't work, any suggestions?

There may be some third-party apps that might help prevent this, but since you are running Win98/ME systems, there's no real security. You'll have to move to Win NT/2K where the file system is NTFS and you can assign different privileges for the users (guest accounts, power users, administrators, etc...)

i've hard of one called HDD sheriff but it has hardware involved, and i want something that's just pure software.
