Preventing unauthorised installations!

We have a Windows 2000 server/2000 professional/AD environment. I am trying to prevent users installing unauthorised software on their PCs.

None of the users are set up as local administrators or power users, and I have enabled the policy 'Disable add/remove programs' applied to users, in AD.
The problem, being, as is stated in the policy explanation, that it doesn't prevent software being installed by other methods.

Does anyone have any tips as to how I can try to tighten this down, without using third -party products, ie within AD/group policy, please?
