Preventing adding a computer to the network

We have just migrated our school district from a mixed bag of Mac, NT and Win 98 machines to a Win2K server, XP Client only environment. Is there a way to prevent Mac's and 98 machines from being added to the network without our knowing about it?
 
Dont give out the account and password of the account that has permission to join computers to the domain. No account with permissions = no joining domain.
 
If you disable the network properties to those computers (win98) by using policies they can not log into your domain.So that way they can not add or remove any protocol, client , etc or make changes to them.. A+, MCP, CCNA
