Prevent user from changing deliver to in Outlook 2000

I have a user who constantly changes his delivery settings to deliver to personal folders. Is there some way that I can prevent this through the registry? I have looked everywhere. If I lockdown the HKCU\software\windows nt\current version\windows messaging " "\Profileskey Outlook fails to open due to no place to deliver. Anybody got a clue about this one?
