Prevent others from intalling anything in XP Pro 1

I own a personal computer but there are other people in my house that use the PC. The problem is that they install programs that are downloaded from the net that contains spyware.

I want this to be prevented right from the start. Is there a way to prevent other users to install programs in Windows XP?
 
Install XP as a NTFS file system or use the Convert command to change FAT32 to NTFS. You will then be able to use all the Security Settings and Access Permissions available.

Make sure they are set up as Limited Users with passwords. If you are the Administrator you too should have a limited user account for surfing and only use your Administrator account for maintenance and installing programs.

Start to appreciate what can be controlled via Group Policy.
