Prevent Internet access through GPO 2

Can anyone tell me which group policy object is used to prevent a user using Internet explorer?
Some of our users are abusing the web access!

We hopefully will be introducing surfcontrol in the near future but will still a Group policy in place.

you can list IE as one of the Windows Programs you're not allowed to run under:
GPO\User Configuration\System\Don't Run Specified Windows Applications. I use this setting to stop my users running Outlook Express.

You could also set the proxy details to a non-existant local domain name.
