Prevent File Copy

I'm setting up a customised installation program by modifying the Setup1.exe.
Is there a way to prevent anyone from copying files from the installation media? This will be a CD and a floppy, and it's the floppy I'd like to crack first.

To the best of my knowledge, if they can read the disk, they can copy from it. Perhaps if you tell us what you're trying to accomplish by this, someone can help. Frankly, I'm not sure why this is an issue. I mean, why would anyone want to modify the custom installation program?

Thanks AdaHacker but perhaps I didn't put the problem clealrly enough. My custom installation will use floppy and CD media. Part of the installation will modify the floppy content, I want to prevent someone copying the unmodified version.
