Presentation Number being Sent from Network calls

Hi, Have an issue with calls coming across network via NRS to a central site CS1000 r5.5 to be sent outbound via TIE PRI2.
During normal call operation these calls go out via a dedicated gateway but when this gateway has issues the RLI uses the PRI.
If you dial direct using ACOD from the central site then no CLI is sent shows as unknown call at PSTN destination, the required scenario, But calls from any other site in network send the ISDN presentation number. Any ideas why and how to stop this?
Calls across network are SIP using PrivateUnknown call type.
