using premiere6.5, if I use timeline markers (as a chapter reference point)to segment a long video and have it exported via the timeline thru the mpeg encoder, will this show up on the final vcd so that the movie can be viewed at each chapter?
thanks, in advance.

What he said.

Each chapter on a VCD is actually a separate mpg clip. There may be VCD authoring programs that allow you to do it differently but EasyCD and Nero (and a few others) treat each separate clip as a chapter.

If you've broken a long source video into chapters and you want those to be treated as separate chapters on the VCD, you'll have to cut the source video at the chapter points and export each segment separately.
