preloader anguish

Hi! I have a twelve scene .fla file, the first being the preloader files. I have the preloader script on the layers for the components in the preloader. Should the whole preloader be a .swf on the published site and how do I execute the code for the preloader to work. Where should the code go? At the moment the main movie streams right in and is only loading the first scene. Any ideas?
