PPP logging and Restarting Router - what is that? 1

Hi,

I am fixing to enable PPP logging, and to accept changes, it asks:

"You have made changes to the router configuration that require the router to be restarted. Do you want to proceed?"

I would like to know what this entails. Is it the Server itself, or just a service? What will be down as a result during its shut down?
