PowerReg v2.exe cannot remove

I have a couple of programs that have found their way into a users profile under their startup folder. PowerReg Scheduler V2.exe and LMClear.exe
Every time this user tries to log on, they receive the error message "could not copy file, access is denied, could be in use etc"

When I try, as administrator, to delete these files I also am denied access. Permissions etc are all ok. and I cannot find anywhere where this file could be in use. I think it is most likely spyware.
Has anyone any idea how I can remove this file? or has anyone encountered this before?

any advice a great help
